Short answer

Request it in Billing. Eligible accounts can choose Request a refund in the Billing summary without closing, or an admin can cancel the account. Google takes up to 2 weeks to process it, plus up to 10 business days at your bank.

Two routes

  • Keep the account active: users with Admin or Payments user access go to Billing summary, choose Request a refund, review the eligible amount and pick where it goes.
  • Cancel the account: an admin goes to Admin, Preferences, Account status and chooses Cancel my account. Google then refunds the remaining credit to the original card or bank account.

What cannot be refunded

  • Promotional credits.
  • Money while you still have an outstanding balance to pay.
  • Active account refunds in Argentina, Brazil, China, India, Mexico, Russia, South Korea, Taiwan or Ukraine.

Invalid clicks

You do not need to claim these. Google filters invalid clicks out of billing, and if it finds them after you were billed, it credits you on a later invoice where possible.

In practice

If you are only pausing an app campaign, you do not need a refund. Leave the credit in the account and pause instead.
